Search exhaustion is a defensible state where the major search hypotheses, source lanes, donor pools, geography, title families, and reasonable expansions have been tested and incremental unique yield has materially collapsed.

Why it matters in recruiting and sourcing
Recruiters often say a market is exhausted after spending a lot of time searching. Time spent is not evidence of coverage. A better exhaustion decision uses lane coverage, unique contribution, duplicate pressure, requirement sensitivity, and unexplored search paths.
Example
A sourcer has tested direct titles, adjacent titles, ATS rediscovery, donor-company mapping, public technical evidence, and two licensed providers. New searches return mostly known identities and almost no evidence-fit net-new candidates. The recruiter can now produce an exhaustion memo showing which requirement or geography change would reopen the market.
